Which historical ruler had the greatest impact?

I've been exploring different historical rulers and found that “greatest” is difficult to define.


If we focus on territorial expansion, Alexander the Great and Genghis Khan immediately stand out.

If we focus on state-building, Augustus and Qin Shi Huang are important examples.

For cultural and religious influence, Ashoka had a major long-term impact through his support of Buddhism.

For imperial administration, rulers such as Cyrus the Great and Akbar offer interesting case studies.

Other figures such as Charlemagne, Suleiman the Magnificent, Cleopatra and Louis XIV also played important roles in shaping their regions.

The comparison becomes particularly interesting when we consider not only what these rulers achieved, but also the long-term consequences of their decisions.
